BRIEF PROFILE
POWERGRID, a Govt. of India Enterprise,
was established in 1989 under the Indian Companies Act 1956, with an initial authorized
share capital of Rs. 50, 000 million. POWERGRID, the Central Transmission Utility
(CTU) of the country, is one of the largest and best-managed transmission utilities
in the world with its huge transmission network spread over the entire length and
breadth of the country (Exhibit-I). POWERGRID consistently maintaining the availability of
its transmission system above 99.50% level through deployment of latest Operation
and Maintenance techniques at par with global standards.
POWERGRID has achieved the distinction of being the first Power company in India
certified with Integrated Management System comprising of ISO: 9001 for Quality
Management, ISO:14001 for Environment Management and 18001 for Occupational Health
& Safety. POWERGRID has in-house expertise in all specialised areas of
transmission with systems upto 800 KV AC,
500 KV HVDC, Gas Insulated Sub-stations, Static Var Compensation, Series Capacitors,
Flexible AC Transmission System (FACTS), Controlled Shunt Reactors etc.
POWERGRID has been continuously
rated “Excellent” for its performance against Memorandum of Understanding (MOU)
targets with Ministry of Power since signing its first MOU in the year 1993-94.
In fact, POWERGRID is the only Public Sector Enterprise to receive prestigious Prime
Minister’s MoU Award for three successive years 1998-99, 1999-2000 & 2000-2001
since institution of this Award. For the year 2003-04, POWERGRID is amongst 10 (Ten)
PSEs, who received MoU Excellence award on the basis of their MOU Composite Score
out of total 96 PSEs signing the MoU. Based on provisional results, POWERGRID achieved
‘Excellent’ rating for FY 2004-05. For FY 2005-06 also, POWERGRID is poised to achieve
‘Excellent’ rating.
POWERGRID started its commercial
operations in 1992-93. As on March 31, 2006, the Company operates about 55,100 circuit
kilometers of transmission lines and 93 sub-stations, with transformation capacity
of about 54,400 MVA. Presently, more than 45% of total power generated in the country
is being transmitted on the transmission network owned by POWERGRID. POWERGRID possesses
impressive financial track record as well. The Turnover of POWERGRID went up from
Rs. 634 Crore (US$ 135 Million) in 1992-93 to Rs. 3554 Crore (US$ 775 Million) in
2005-06. The Net Profit rose to Rs. 1009 Crore (US$ 220 Million) in 2005-06 as against
Rs. 236 Crore (US$ 50 Million) in 1992-93.
Development of National Grid has
been planned in a phased manner. At present, inter-regional power transfer capacity
of 9,500 MW (Exhibit-II) has been established by POWERGRID. With such inter-regional
links, energy transfer of about 34,800 million units (MU) was facilitated across
regions during FY 2005-06, an increase of about 12% compared to previous year (i.e.
31,000 MU). Such transfer has taken place mostly from power surplus Eastern Region
to other regions of the country. Country could thus meet more demand from the existing
resources.
POWERGRID proposes to enhance the
inter-regional power transfer capacity of the Grid to about 37,200 MW by the year
2012 (Exhibit-III) as against the earlier planned target of 30,000 MW. Creation
of these facilities requires massive investments and POWERGRID is seeking private
sector investment, in addition to its own investment, to achieve this objective.
This shall lead to saving in investment to the tune of Rs. 60,000 Crore on account
of reduced capacity addition requirement.
Modernization of Regional Load Dispatch
Centres, establishment of State/Sub-State Load Dispatch Centres and dedicated communication
schemes have been completed by POWERGRID. This along with implementation of Availability
Based Tariff has helped in imposing self discipline amongst various stakeholders
in operation of various regional grids. As a result, no major grid collapse has
taken place in the country in the last 3½ years, while minor grid disturbances have
been reduced to a mere handful. Our standard of grid operation, its growth including
technology up-gradation/adoption has been appreciated around the globe.
POWERGRID is extending its technical
and managerial expertise as Advisor-cum-Consultant (AcC) under Accelerated Power
Development & Reform Programme (APDRP) of Ministry of Power, for developing
182 distribution circles/ towns/ schemes spread over 18 States costing about Rs.7,820
Crore. In the States like Bihar, Goa, Uttar Pradesh, Meghalaya, Tripura and
Gujarat
, POWERGRID is executing APDRP schemes of about Rs. 1,100 Crore on deposit work
basis under bilateral arrangement. These schemes once implemented are expected to
bring qualitative change in the functioning of distribution sector in the respective
States thereby country as whole.
POWERGRID has also entered into
a quadripartite agreement with Rural Electrification Corporation (REC), State Government
and State Power utility, for undertaking rural electrification works under Rajiv
Gandhi Grameen Vidhyutikaran Yojana (RGGVY). Under this, POWERGRID has been assigned
the job for execution of rural electrification works of about 87,300 villages in
68 districts of Bihar, Uttar Pradesh, West Bengal, Gujarat, Orissa,
Rajasthan
,
Assam
, Chattisgarh and
Tripura States
at an estimated cost of Rs. 9,400 Crore.
POWERGRID is playing a key role
in development of economy of the country by integrating
India
through Power Grid facilitating transfer of reliable and secure electric power at
most economical rates and also in taking electricity to the door steps of rural
India
through its contribution in Rural Electrification schemes.
FORMATION OF POWERGRID
POWERGRID was formed with the mandate
to build, operate and maintain AC and HVDC transmission systems including Load Dispatch
facilities under Central Sector.
DEVELOPMENTAL STAGES
The phased development of POWERGRID
at the time of its formation was foreseen as follows:

Phase-I: Transfer of Transmission
facilities along with related manpower from Central / Centre–State Joint Venture
Organizations.
- Phase-II: Transfer of existing Regional
Electricity Boards and
Regional Load Dispatch Centers
together with associated communication facilities.
- Phase-III: Establish Power Pool
to facilitate exchange of power between States/Regions leading to formation of National
Power Grid.

OBJECTIVES
POWERGRID has been notified as a
Central Transmission Utility by the Central Government in the year 1998. The Corporation
has set following objectives in line with its
Mission
and its status as “Central Transmission Utility”:
- Undertake transmission of electric
power through Inter-State transmission system.
- Discharge all functions of planning
and coordination relating to Inter-State transmission system with -
- State Transmission Utilities;
- Central Government;
- State Governments;
- Generating companies;
- Regional Power Committes;
- Authority;
- Licensees;
- Any other person notified by the
Central Government in this behalf.
- Exercise supervision and control
over the Inter-State transmission system.
- Efficient Operation and Maintenance
of Transmission systems.
- Establish / augment and operate
all Regional Load Despatch Centres and Communication facilities.
- Facilitate private sector participation
in transmission system.
- Restoring power in quickest possible
time in the event of any natural disasters like super cyclone, flood etc. through
deployment of Emergency Restoration Systems.
- Provide consultancy services at
national and international level in transmission sector based on the in-house expertise
developed by the organisation.
- Participate in long distance telecommunication
business ventures.
- Ensure principles of Reliability,
Security and Economy matched with the rising/desirable expectation of a cleaner,
safer, healthier Environment of people, both affected and benefited by its activities.

numbers of the Senior Executives in the offices of POWERGRID are given in Exhibit-V.
POWERGRID would also be keeping its stakeholders informed of the changes through
press releases and electronic & print media.

GRIEVANCE REDRESSAL MECHANISM
In its pursuit of excellence, POWERGRID
believes in an open-door policy. Yet, to further promote fair and equitable employee
relations in the organization, and to ensure harmonious relationship with the environment
POWERGRID, has established a Grievance Redressal Procedure for employees and a Grievance
Redressal Mechanism for other stakeholders, in order to systematize and strengthen
the redressal process, which provides for a time bound mechanism.
PROCEDURE FOR EMPLOYEES
Grievance procedure, institutionalized
in 1996, provides a channel for an employee to invoke the procedure for seeking
remedy to an anomaly arising out of implementation of company policy/rules, such
as salary payment, recovery of dues, working conditions, leave, quarter allotment,
medical facilities, with-holding of benefits under rules, transfers, seniority,
promotion, pay fixation and like issues. The procedure has been formulated so as
to aim at resolving the grievance raised, orally or in writing, within a prescribed
time frame. It also provides various stages of redressal, giving an opportunity
to an aggrieved employee to seek remedy even from the highest authority.
OTHER FORUMS
A number of bipartite forums, comprising
the representatives of employees and the management, have been established at all
levels, starting from the apex level at
Corporate Center
to the operating level at Sub-station. Discussions are held in these forums on a
regular basis to resolve day-to-day issues, which may or are likely to result in
a dispute.
OTHER STAKEHOLDERS
In pursuit of its policy to maintain
a cordial relationship with the environment, POWERGRID is committed to attend to
the grievances related to working of POWERGRID, within the jurisdiction of POWERGRID,
in a prescribed time frame. For this purpose, User groups may submit their reflections
related to non-fulfillment of commitments, in writing, to Head of the concerned
office. The Head of the concerned office will respond positively within one month
of the receipt of the inputs.
